The Treasurer's signature is that of Osama bin Laden, the Saudi millionaire who was financing al-Qaeda. In 1998, he joined four Islamic caliphates in signing a fatwa, declaring war against the United States. His attack on the World Trade Center and the Pentagon started the War on Terror, which expanded to include Iraq.
